The second, and concluding, part of this article is a critical analysis of the Spanish legal system, relevant preventative and sanctioning legislation and the actors who participated in the Spanish environmental policy with reference to the Aznalcóllar case. Analysis of the judgment in the case is followed by a section which concentrates on the main implications flowing from the analysis of the EU and Spanish legislation.
